“Global Workshop on Updating National Implementation Plans, Including Updating and Revising PCDD/PDCF Inventories” was held in Beijing, China on 26-29 August, 2013. The meeting was organized by Secretariat of the Basel, Rotterdam and Stockholm Conventions (BRS Secretariat) and Basel Convention Regional Centre for Asia and the Pacific/Stockholm Convention Regional Centre for Capacity-building and the Transfer of Technology in Asia and the Pacific (BCRC Beijing/SCRCAP) and attended by 33 participants totally, including 12 national officers from 11 countries: Albania, Afghanistan, Bangladesh, Bosnia and Herzegovina, Cambodia, China, Georgia, Kyrghyzstan, Nepal, Pakistan, Tajikistan, 8 delegates from UNEP, UNIDO, UNDP and UNITAR, 13 delegates from Stockholm Convention Regional Centres in Brazil, China, Czech, India, Nigeria and Spain.
Prof. Jinhui Li, Executive Director of BCRC Beijing/SCRCAP, and Ms. Jacqueline Alvarez from BRS Secretariat were present at the meeting and gave opening speeches. The theme of the meeting covers understanding POPs listed in 2009 and 2011, monitoring POPs, addressing PBDEs, addressing PFOS and related chemicals, and addressing PCCD/PCDF. During the workshop, the presentation and group exercise were carried out alternately, and the participants were divided in two groups to carry out discussion and do exercises. After group discussion, the results and outcome were presented and opened for further question and receiving remarks. Besides, there also had a one day field visit to Huaxin Green Spring Environmental Co. Ltd on E-waste Recycling, and Dioxin Analysis Laboratory located in School of Environment of Tsinghua University.
This workshop fostered participants’ understanding of obligations to update and review their NIPs, increased capacity to make an effective use of the guidance documents and other training tools, strengthened the capacity of parties to develop effective strategies and action plans to meet their obligation under the Convention, raised awareness of parties on revised and new information available in the Toolkit, train parties in the use of the Toolkit, as well as increased knowledge transfer.
